"Admission Requirements for Coking Industry (Revised in 2014)" will be implemented on April 1. On March 19th, Shi Yanfeng, secretary-general of the China Coking Industry Association, said that the newly revised “Guangzhou Qualified Conditions” was mainly aimed at newly building and renovating coking companies, implementing stricter standards for environmental protection and energy consumption, and clearly defining coke oven gas for the first time. Methanol production, coal tar processing and benzene refinement were included in the supervision. The implementation of the "Entry Conditions" will help the coking industry to eliminate backward production capacity, adjust the structure and upgrade.
Shi Yanfeng explained that the revision of the “Entry Requirements” by relevant state agencies is to promote the structural adjustment and transformation and upgrading of the coking industry, and to guide and standardize the investment and production management of coking enterprises. Coking production and construction projects such as investment management, land supply, EIA approval, energy conservation assessment, and credit management shall be based on the “access conditions”.
In particular, in terms of energy conservation, emission reduction and environmental protection, the new version of the “Entry Requirements” proposes a more stringent standard: the energy consumption of coke per unit product must not exceed the limit value specified in the “Coke Energy Consumption Per Unit Limit”. The coking enterprises should strictly implement the standards for the discharge of air and sewage, among which the coking enterprises should implement the "Coking Chemical Industry Pollutant Discharge Standards", the coke oven gas to methanol, coal tar processing, and benzene refining production enterprises should implement the "Integrated Emission Standard for Air Pollutants" and " Integrated Wastewater Discharge Standard". At the same time, the coking enterprises shall implement the “Emission Standards for Environmental Noise of Industrial Enterprises at the Plant Boundary” and the laws and regulations concerning the prevention and control of solid waste pollution, and the related requirements for hazardous waste disposal and disposal, and shall achieve emission standards for compliance.
Coking enterprises shall also formulate monitoring plans on their own in accordance with national and local pollutant discharge standards, combined with the characteristics of the industry and the need for emission reduction of major pollutants, and monitor and monitor the status of pollutant discharge and the operation of pollution prevention facilities. Discharge of waste gas, waste water, generation of solid waste, and disposal (disposal). Coking enterprises shall strictly implement the “Registration Measures for Environmental Management of Hazardous Chemicals (Trial)” and implement environmental management registration for hazardous chemicals produced and used.
In respect of technological progress, coking coal enterprises are encouraged to adopt advanced energy-saving emission reduction and clean production technologies such as boiler coal moisture control, coal blending expert systems, advanced treatment and reuse of coking wastewater, and efficient purification of coke oven gas, as well as the removal of coke oven gas*. Waste salt extraction and deep processing, coke oven gas to natural gas, synthetic ammonia, hydrogen, co-production methanol ammonia, deep processing of coal tar products, coal tar hydrogenation, low-rank coal applications and other comprehensive utilization technology.
Shi Yanfeng stated that the implementation of the “Entry Conditions” has guiding significance for the future development of the industry. The problem of overcapacity in the coking industry is more prominent, and the principle of equal and decremental replacement should be adhered to for capacity building. Therefore, the implementation of the new “Entry Requirements” has improved the level of equipment and technology for newly-built and upgraded and expanded projects, which is conducive to the transformation and upgrading of the entire industry.
