The European Union considers the implementation of European directives and technical standards as a fundamental requirement for any product to gain access to the European market. To date, the European Committee for Standardization (CEN) has developed over 600 to 700 safety-related standards. Among these, there are 16 Class C standards specifically focused on rubber and plastic machinery, created by 14 working groups under CEN/TC145.
Currently, China's rubber and plastic machinery industry largely adopts European EN standards for safety compliance. The CEN is the primary body responsible for creating European standards (EN) and technical specifications. Since 1985, the EU has set up numerous technical committees dedicated to safety standardization. Among them, CEN/TC145 is tasked with developing safety standards for rubber and plastic machinery.
In addition to the 16 standards established by CEN, several developed countries have also adopted these standards to varying degrees. These standards typically cover key areas such as product safety requirements, hazard identification, safety measures, verification processes, and guidelines for safe usage.
On December 2, 2010, Mr. Claudio Celate, Chairman of CEN/TC145, visited Beijing and held discussions with the National Standardization Management Committee and the National Rubber and Plastic Machinery Standardization Technical Committee. During the meeting, Mr. Celate provided valuable insights into the standardization process of rubber and plastic machinery between China and Europe:
(1) CEN/TC145 is responsible for revising the technical standards related to rubber and plastic machinery in Europe. While the standards themselves are not legally binding, the EU directives require that all products meet specific safety and health criteria. If an EN standard from TC145 is not used, alternative documentation must prove that the product still meets those requirements. According to current data, nearly 100% of rubber and plastic machinery in EU countries comply with TC145 standards, as it remains the most efficient and practical way to meet regulatory demands.
(2) Chinese companies are showing growing interest in the European market, and more of their rubber and plastic machinery is entering Europe. However, some products labeled with the CE mark do not fully align with the TC145 standards, which can lead to potential compliance issues.
(3) In December 2009, CEN/TC145 established its 17th working group and a specialized group focused on tire setting vulcanizing machines. This development coincides with the national safety standards for tire setting vulcanizing machines formulated by SAC/TC71 in China. Both parties share similar goals in enhancing the safety performance of rubber and plastic machinery products.
