This is the first and only provincial-level standard for public safety technology prevention in Heilongjiang. Its implementation marks a significant milestone in the legal governance of public security technology, setting a new precedent for law-based administration in the region. With clear legal frameworks in place, the security industry has seen a renewed push toward structured growth. A prime example is Jinan City, where the development of a "safe city" has significantly boosted the local security market. As urbanization accelerates and public concerns about safety grow, cities are increasingly investing in advanced surveillance systems to combat crime and ensure public order. The safe city initiative has become a top priority for local governments across China. With rising population mobility and an increase in both common crimes and more serious incidents, public security authorities face mounting pressure. Early efforts at safe city construction were often incomplete, but with better understanding of user needs and evolving security demands, these projects have become more refined and comprehensive over time. Jinan, one of the earliest pilot cities for the safe city program, now has over 130,000 surveillance cameras covering key areas. However, most of these are standard-definition models, which means there's a huge opportunity for upgrades and replacements. The upcoming phase of safe city development in Jinan is expected to involve investments between 2 to 4 billion yuan, focusing on traffic monitoring, electronic police, and other critical infrastructure. This large-scale project not only represents a major business opportunity but also signals a deepening commitment to public safety through technological advancement. “High definition is the main trend in this round of applications,” said Zhang Jingwei, General Manager of Shandong Zhongan Technology Co., Ltd. “HD cameras provide clearer images, which are crucial for criminal investigations. As costs decrease, HD solutions will become even more widespread.” Despite the opportunities, challenges remain. Many cities struggle with funding, leading to the use of BT (Build-Transfer) models, where operators collaborate with integrators to implement projects. In Jinan, however, the cultural emphasis on tradition and caution has made some stakeholders more cautious about financial risks associated with such models. To support the development of the security industry, Heilongjiang launched a month-long campaign to promote the “Regulations.” Through media, grassroots outreach, and community engagement, the campaign aimed to raise awareness among businesses, users, and the general public. By ensuring compliance and promoting transparency, the regulations are helping create a fairer, more sustainable environment for technical protection enterprises. Drafted by the Heilongjiang Public Security Department, the “Regulations” includes seven chapters and 50 articles, developed after extensive research, consultations, and revisions over two years. It outlines strict industry management, mandatory installation standards, and guidelines for system maintenance and information sharing. Additionally, it emphasizes data privacy, prohibiting the unauthorized use of surveillance systems in private spaces like hotel rooms or bathrooms. In summary, public security technology prevention plays a vital role in modern society. It not only helps prevent crime but also enhances social management and public trust. With the implementation of the “Regulations,” Heilongjiang is taking a major step toward a more secure, orderly, and technologically advanced future.
