The European Union considers the implementation of European directives and technical standards as a prerequisite for any product to enter the European market. To date, CEN (European Committee for Standardization) has developed over 600 to 700 safety-related standards. Among these, there are 16 Class C standards specifically for rubber and plastic machinery, created by 14 working groups under CEN/TC145.
Currently, China’s rubber and plastic machinery industry largely follows European EN standards when it comes to safety requirements. CEN is the primary body responsible for creating European standards (EN) and technical specifications. Since 1985, the EU has set up multiple technical committees focused on safety. Among them, CEN/TC145 is tasked with developing safety standards for rubber and plastic machinery.
In addition to the 16 standards established by CEN, many developed countries have also adopted these standards to some extent. These standards typically cover key areas such as product safety definitions, hazard identification, safety requirements, verification procedures, and user information guidelines.
On December 2, 2010, Mr. Claudio Celate, Chairman of CEN/TC145, visited Beijing and engaged in discussions with the National Standardization Management Committee and the National Rubber and Plastic Machinery Standardization Technical Committee. During the meeting, several important points were shared:
First, CEN/TC145 is responsible for revising technical standards for rubber and plastic machinery across Europe. While the standards themselves are not legally mandatory, EU directives require that all products meet specific safety and health requirements. If the EN standard from CEN/TC145 is not used, supporting documentation must prove compliance. According to recent data, nearly 100% of rubber and plastic machinery in EU countries adhere to TC145 standards because they offer the most efficient path to compliance.
Second, Chinese companies are showing growing interest in the European market, and their rubber and plastic machinery is increasingly finding its way into Europe. However, some products bear the CE mark but still fall short of full compliance with the TC145 standards.
Third, in December 2009, CEN/TC145 established two new working groups: one focused on tire setting vulcanizing machines. This aligns with China’s SAC/TC71 national standard for the safety requirements of such equipment. Both sides share a common goal of improving the safety performance of rubber and plastic machinery products.
