China's non-ferrous metal industry is generally in the middle and low-end of the international industrial chain division, and the high-end product development capability is weak. In 2013, the average price of China's copper and aluminum imports was 1.16 times and 1.85 times respectively. Independent innovation and high-end product development capabilities need to be improved.

Fourth, the state-owned and holding companies have low profit levels and the management level needs to be improved.
