Yunnan: Implementing Fire Products Supervision System

In 2005, the Yunnan Provincial Fire Corps, jointly with the Provincial Bureau of Quality Supervision and the Provincial Administration for Industry and Commerce, jointly formulated the Yunnan Provincial Fire Protection Product Supervision and Management System, which clarified that the quality supervision department is responsible for the supervision of fire products in the production field, and the industrial and commercial department is responsible for the fire protection in the circulation area. Product supervision, public security fire control agencies are responsible for the use of fire product supervision. The Yunnan Corps also established three systems for the supervision and management of fire products in Yunnan Province, namely the fire product registration system, the market access verification system for fire products, and the spot inspection system for fire products.

It is understood that according to the three systems, the Yunnan Corps has developed a fire-fighting product network management system to register information on the flow, brand, model, quantity, and location of each batch of products used throughout the province through the Internet to ensure the use of fire-fighting products. The situation is clear at the end. In the supervision and inspection of fire products conducted in 2013, 225 batches were taken, 13 batches were unqualified, and the pass rate was 94.3%.

"For unqualified fire protection products, we will crack down on the law in accordance with regulations, and we will never be obstinate." Yuan Daoxuan, Deputy Director of the Fire Prevention Department of the Yunnan General Corps, said that the Yunnan Provincial General Corps has been in close touch with the quality supervision, industry and commerce and public security departments at all levels in accordance with the requirements for the special rectification of fire product quality. Cooperate to carry out joint rectification operations in the fields of production, sales and use, and combat counterfeit and inferior fire-fighting products at all links.

According to statistics, in 2013, a total of 14,203 units of fire protection products were inspected in Yunnan Province. As a result of product problems, 1,157 cases were ordered to be corrected, 256 administrative cases of fire-fighting products were investigated and dealt with, and a fine of 1.87 million yuan was imposed. This year, Yunnan Fire has inspected fire hoses, water guns, interfaces, emergency lights, fire extinguishers and other products. Local efforts to investigate and punish unqualified fire products have also been increasing. All standards for filing criminal cases have been handed over to public security agencies.
