(a) Principle of Post-Disaster Disinfection
1. Enhance environmental disinfection. After a flood, it's crucial to clean and disinfect indoor floors, walls, and personal items as soon as possible. Temporary shelters for displaced people should also be disinfected regularly to prevent the spread of infectious diseases.
2. Focus on key areas that may pose higher risks. Human waste and other contaminants should be treated and disinfected promptly to avoid pollution and health hazards.
3. Properly dispose of animal carcasses. Livestock and poultry that have died due to flooding should be removed and disposed of quickly to avoid disease outbreaks.
4. Pay attention to hygiene in food handling and handwashing. Floods can increase the risk of intestinal infections, so it's important to thoroughly sterilize utensils and wash hands properly.
5. Avoid unnecessary large-scale outdoor disinfection. While cleanliness is important, excessive disinfection can harm the environment and cause more problems than it solves.
(II) Disinfection Methods
1. For surfaces like floors, walls, doors, windows, and desks, use chlorine-based disinfectants or a 0.2%-0.5% peroxyacetic acid solution containing 500-700 mg/L of available chlorine. Apply the solution by spraying until the surface is wet, let it sit for 30 minutes, and then rinse with clean water if the surface is not corrosive.
2. Clothing should be soaked in a chlorine disinfectant solution with 250-500 mg/L of active chlorine for 30 minutes. Afterward, rinse thoroughly with water, as the disinfectant may bleach the fabric.
3. For drinking water and utensils, boiling for 10-15 minutes is the most effective method. Alternatively, you can use a chlorine disinfectant solution (250-500 mg/L) for 5 minutes or a 0.2%-0.5% peracetic acid solution for 30 minutes, followed by rinsing with clean water.
4. When dealing with feces or vomit, mix 50 grams of bleaching powder or 20 g/L of available chlorine with 2 liters of water, and let it sit for 2 hours before disposal.
5. For small amounts of sewage contaminated with feces, treat it with a chlorine solution containing 80 mg/L of available chlorine for at least 2 hours, ensuring the residual chlorine level remains between 4-6 mg/L.
6. Animal carcasses should be incinerated if possible. If not, they must be buried at least 2 meters deep. A layer of bleaching powder, about 3-5 cm thick, should be placed at the bottom of the pit before burying the carcass.
7. After coming into contact with contaminated surfaces, wash your hands using an alcohol-based hand sanitizer for at least one minute to ensure proper disinfection.
