Prohibit the construction of high energy consumption and high pollution projects

The list will be updated every two to three years as needed. In principle, it is prohibited to construct high-energy-consuming and high-pollution projects such as steel, cement, coke, non-ferrous metal smelting, electrolytic aluminum, and flat glass, and no longer construct labor-intensive general manufacturing projects.

This year, the city will also formulate and issue guidance catalogs for the adjustment, production processes and equipment withdrawal of high-pollution industries that do not comply with the capital ’s functional positioning, which are stricter than the national requirements. According to needs, adjustments and updates will be made every two to three years, constantly promoting the adjustment and withdrawal of polluting industries, and further optimizing the industrial structure.

Beginning this year, the city will implement regional and industry restrictions on areas and industries that have not completed the task of reducing air pollutants. Except for people's livelihood projects, construction of projects that emit major air pollutants shall not be approved.

The district and county governments have resolutely cleaned up and strictly enforced laws, closed down polluting enterprises projects that were illegally constructed or put into operation, and completed the cleaning up of illegally under construction and production projects in highly polluting industries by the end of 2014.

High-energy-consuming enterprises plan to impose more penalties on utilities

Starting from this year, relevant departments will investigate the electricity and water consumption of enterprises in high energy and water consumption industries in this city, formulate enterprise consumption quotas for water and electricity and other resource products by industry and region, and study and improve differentiated and stepwise Resource pricing policy.

In 2016, compared with 2012, cumulative emissions of volatile organic compounds were reduced by 50%.

In 2017, the concentration of volatile organic compounds in the air of Yanshan decreased by 30% compared with 2012.

In 2013, the integration task was completed, the number of scales reserved was determined, and the concrete mixing plants in the Fifth Ring Road that had not been integrated through treatment were basically withdrawn.

In 2014, we formulated and implemented the city's no procedures and unqualified mixing plant closing and dismantling plan and the basic withdrawal plan of the registered mixing plant that did not pass the governance integration.
