Prohibit the construction of high energy consumption and high pollution projects
According to the plan, this year the city will study and formulate a list of high-pollution industrial projects that are prohibited from new construction or expansion, and it will be released for implementation next year. The list will be updated every two to three years as needed. In principle, it is prohibited to construct high-energy-consuming and high-pollution projects such as steel, cement, coke, non-ferrous metal smelting, electrolytic aluminum, and flat glass, and no longer construct labor-intensive general manufacturing projects.
This year, the city will also formulate and issue guidance catalogs for the adjustment, production processes and equipment withdrawal of high-pollution industries that do not comply with the capital ’s functional positioning, which are stricter than the national requirements. According to needs, adjustments and updates will be made every two to three years, constantly promoting the adjustment and withdrawal of polluting industries, and further optimizing the industrial structure.
In 2014, we completed the “12th Five-Year Plan†backward production capacity elimination task issued by the state one year in advance. From 2015 to 2017, another batch of polluting capacity was eliminated.
Key pollution source network environmental protection department

Those suspected of environmental violations and crimes shall be investigated for criminal responsibility according to law. Appropriate rewards will be given to those who report illegal pollutant discharge.

The city will implement an energy-saving assessment and review system, and the energy consumption per unit product (output value) of new projects must reach the international advanced level.
Regarding industrial projects that are prohibited from construction and projects that have not passed the energy-saving assessment and environmental impact assessment review, the relevant departments may not approve, approve, record, provide land, approve construction, or issue production licenses, safety production licenses, and sewage permits certificate.
Financial institutions shall not provide any form of additional credit support, and relevant units shall not provide electricity or water.
This year will implement a regional restriction policy
Beginning this year, the city will implement regional and industry restrictions on areas and industries that have not completed the task of reducing air pollutants. Except for people's livelihood projects, construction of projects that emit major air pollutants shall not be approved.
The district and county governments have resolutely cleaned up and strictly enforced laws, closed down polluting enterprises projects that were illegally constructed or put into operation, and completed the cleaning up of illegally under construction and production projects in highly polluting industries by the end of 2014.
High-energy-consuming enterprises plan to impose more penalties on utilities
Starting from this year, relevant departments will investigate the electricity and water consumption of enterprises in high energy and water consumption industries in this city, formulate enterprise consumption quotas for water and electricity and other resource products by industry and region, and study and improve differentiated and stepwise Resource pricing policy.
At the same time, increase the implementation of punitive electricity and water prices for enterprises with high energy consumption and high water consumption, and guide high energy consumption and high pollution enterprises to speed up adjustment and transformation and exit in an orderly manner. In 2015, the desulfurization and sulfur production technology transformation and all postal waste gas comprehensive treatment projects were completed. Compared with 2012, the cumulative emission reduction of volatile organic compounds was 35%.
In 2016, compared with 2012, cumulative emissions of volatile organic compounds were reduced by 50%.
In 2017, the concentration of volatile organic compounds in the air of Yanshan decreased by 30% compared with 2012.
In 2013, the integration task was completed, the number of scales reserved was determined, and the concrete mixing plants in the Fifth Ring Road that had not been integrated through treatment were basically withdrawn.
